If there's any issue with the payment, PayPal protection policy covers the payment and help you with the refund if certain requirements meet. You can report the issue with the payment in the resolution center of your PayPal account. If you're unable to settle the dispute with the merchant, you can escalate the dispute, PayPal will review it and decide the outcome. Steps to open a dispute towards a payment can be found here.
