Welcome! Thank you for visiting PayPal's Community Forum. I'm sorry to hear you've run into some issues with a recent transfer to your bank account. I can understand how a fee like that can be a bit of surprise if you didn't expect it. Per the Bank Return on Withdrawal/Transfer out of PayPal Table in the PayPal Fees page, if a transfer fails from your bank, a fee of 250 PHP will be assessed when the funds return to PayPal. I'm sorry to say there is no way to reverse that fee.
