On August 17, 2023 my bank account had $774.58 USD withdrawn from international wire transactions. There were 6 transactions within minutes and when my bank declined the last one I was notified by the bank. I closed the account, opened a dispute with PayPal and they refunded most of the money, but because it was an international wire the conversion was less on the refund date than on the date the money was taken from my account. I asked to have the FULL amount refunded as this was a security issue on PayPal. The claim was then "Closed in my favor" today (8/23/2023) and I had an email message saying that "if the seller cancels the authorization, we may recover the refunds issued from your PayPal account. We've determined the activities in question on your account are unauthorized." A couple hours after this email was sent my secondary payment card was charged for the transaction. Why would PP allow a charge to be applied to my debit card if they have already determined the charges were unauthorized, and what can I do to get all my money back and keep this person from accessing my account again?
