I understand your concern about sending a payment from your PayPal account. It's possible that the email address or phone number are not yet confirmed in the receiver's PayPal account. You can check with the receiver about the unrecognized email address and phone number in PayPal system.
All eligible purchases through PayPal are covered by PayPal's purchase protection policy. Please note that friends and family payments are not covered under PayPal Buyer Protection.
