I am sorry to know the issues you're having while transferring the funds from your PayPal account to M-pesa account. PayPal system reviews every transaction before its approved. If the system deems risk, it may temporarily block the transaction from going through. I suggest you to try again at a later date by clearing cache/cookies from your browser or using a different browser/device.
Any pending account issues may also block the activities in your PayPal account. You can view and clear any pending issues in the resolution center of your PayPal account. If the issue doesn't fall under any of these situations, please reach out to the PayPal team to get this checked further.
