I do understand your concern about closing your 15 year old account. As PayPal is country specific, you cannot change your account from one country to another country. As you have relocated to a different country, you have to close your old account and open a new account in the country you're currently living now. You can have two PayPal accounts, so long as only one is a business account if you maintain residences in two countries.
