I want to dispute --appeal-- denial of my claim of fraud. I paid a contractor $700 to do remodeling work and he has disappeared. Paypal said there was no fraud because the payments were similar to others in my account. Yes, I paid for a small job earlier, (which was only partially completed) but this is big money and big theft and I HAVE ADDITIONAL INFORMATION. It says you can appeal if you have additional information. Well, boy do I have it! The guy has a long criminal record of "larceny by conversion" and I want to provide that. I follow the steps for appeal "go to resolution center" then "report a problem" then click on closed cases" you can do that but an icon or button is supposed to appear for "appeal" and there is no such button. In light of my new information I want to make this appeal. Being on Social Security I cannot afford to lose $700 . But the perpetrator is a criminal actor and I want to at least tell Paypal they should investigate further. When I filed my original complaint they answered denied in one hour. How could they investigate in one hour? I want to file my appeal. HOW?
