Says account is limited, but isn't

So when I try to pay with my account it says that it's limited but when I log in and click on the bell icon it doesn't say that it is. Is there any way to fix this? Is my account limited or not?      ... View more

After creating my account and adding my card I don't see a way to add funds to my Paypal, when I go to my Paypal balance and select Transfer money I get the following message: There’s nothing to transfer right now, try again when you have a PayPal balance. ... View more
