I do understand your concern about your purchase. PayPal will always notify you if there's any update with the payment sent by you. If the merchant canceled the payment, you will receive an email from PayPal about the canceled payment and refund. The status of the payment will shows as refunded/canceled in the activity page of your PayPal account. If there's no update about the canceled payment nor the status shows as canceled, you need to contact the merchant to get the refund.
If there's any issue with the purchase, our purchase protection policy covers the payment and helps you to get refund if certain requirements are met. If you sent the payment as goods and services, you can report the issue towards the transaction in the resoluiton center of your PayPal account. You can’t open a dispute for payments sent as “Family and Friends.” Purchase Protection program doesn’t apply to personal payments.
