I finally figured out how to add a contact! I had accidentally deleted an important contact when I purged my contact list in paypal, and there was no way to add that person back to the contact list, despite being listed on send/receive activity screen.
Here's how I did it. I deleted the paypal app. Then I reinstalled the app. When it installed, it automatically synced all my contacts, including the one I accidentally deleted. I deleted all the other contacts again, this time on the pc, which is quicker - click on the contact and select remove to delete any you don't want. There doesn't appear to be any other way to add a contact! Just make sure your phone contacts include everyone you want to include on your paypal contact list, and then just delete the ones you don't want.
