This appears to be an incompatibility problem between Chrome and Paypal. A few days ago Chrome updated on my PC. At the same time, my wife was getting this error message on her Paypal account. I tried my account on the same PC, and I also could not transfer money. However, I switched to the Edge web browser and could transfer money on both accounts. So I went into Chrome and cleared all the cookies and saved data for the Paypal site, closed and restarted the browser. I still get this error message. So I can send/receive money with Chrome, but cannot do a standard or instant transfer to my bank account, even after clearing cookies. But everything works normally on Edge or Safari.
