PayPal's Buyer Protection covers quite a wide variety of transactions, however there are a few requirements for a transaction to be covered. Here's a link to an article on Purchase Protection eligibility. If your purchase meets all available requirements, I would recommend Opening a dispute through our Resolution Center.
