I have the same problem. I’ve been calling Papal every day for a week. I purchase and item. I sent the seller 2 transactions of payment. The seller was international company. I dispute doth transaction because I didn’t receive my order or a tracking number. I dispute the transaction but the gave my money to the seller. I have no item or no money. So I think legal action should be taken against PayPal. In the Dispute Resolution the buyer has the rights to dispute any transaction if the buyer did not receive its goods.
