All accounts should have the option to make purchases, especially if they've done it before. When considering the situation, only one possibility comes to mind as to why they can't send the payment normally. If our Security System is declining their current attempt, due to potential risk, they might be trying to send the payment another way. However, I do recommend denying any gifts/personal payments for purchases, because you wouldn't be covered by Seller Protection in the event of a dispute. I have a couple of tips that might help them make the payment. First, they should always log in from one consistent device with their location serviced turned on. Next, complete a quick restart of the device to ensure it has a solid internet connection. After that, clear the cache and cookies on their favorite browser.
