I am sorry to hear you have not received the service you purchase. I know this must be frustrating. If you sent the payment as Goods and Service, and you did not cancel the dispute, you should have the option to reopen/appeal it.
To be eligible for Buyer Protection, you must send the payment as Goods and Service.
You mentioned that you opened a dispute, but only received a partial refund. If you cancelled/closed the dispute, you won't be eligible to reopen it I'm afraid. By cancelling/closing a dispute, you are letting PayPal know that the issue has been resolved.
If you did not cancel/close it, you should have the option to submit an appeal. Simply follow the steps here.
