Agree with all of your comments, however, there are many complains raised to PayPal about Actio going back 2+ years, so they have had visibility to the issues with this specific third party and yet continue to allow use of PayPal to process transactions -- without providing any relief to the buyer. ... Purchased goods from Actio Ltd for $79 and the items were different than advertised -- cheap plastic -- and also totally damaged.  Asked for a refund from the seller and was offered $15.  Declined the offer and escalated to PayPal.  Provided all of the details including pictures.  PayPal denied the claim and sided with the seller despite knowledge of the company's shady business practices.  PayPal will not allow an escalation or reopen the case -- can't get a live person to answer the phone either. ...
