I am sorry to hear you are experiencing this issue. I know it must be frustarting. It sounds like you are may be experiencing a technical issue when trying to update your email preferences.
I would suggest you clear your cache and cookies, or try following the step below using an alternative browser.
To set your email notification preferences:
Log in to your PayPal account at www.paypal.com
Click the Settings icon at the top of the page.
In the blue bar near the top of the page, click Notifications.
