I’ve been trying to buy goods on eBay. I’m in Nigeria. I want the goods to be delivered at a particular address in USA. This makes the billing address (Nigeria) to be different from the delivery address (USA). But PayPal is declining payment. Is the above the reason why. Please I need urgent assistance. This is affecting my transaction relationship with eBay.
