Great question! While there isn't a way to determine the legitimacy of the ownership of an account, there is Buyer Protection in the event that an item or service is not received. Please review the terms of the Purchase Protection that PayPal offers in order to ensure that you are protected.
I'd also suggest reading up on some common scams to make sure that you're well informed about some things to look for. The linked article is a US article, but the information is helpful for any country.
