A website informed me that the only way to cancel their subscription is through PayPal whilst PayPal would only allow me to stop the payments being issued however that the subscription could still go on unannounced, I did this and requested a refund but PayPal needed a cancelation number to go forward with the refund, I have not received a cancelation number anywhere

My friend was struggling with money and asked me to help her out, she said she'd pay me back in January 2022, I trusted her and waited past that point but she still hasn't paid, I confronted her about it now she's blocked me, am I able to report this?
