I made an online purchase with Digi-Key. 12 hours later, Digi-Key email me to say "your PayPal account could not be authenticated and payment was declined...... please contact PayPal to resolve the issues with your account and then let us know how to proceed" There is no record of this attempted transaction with PayPal. So how do I resolve this issue when there's no apparent mechanism inside Paypal. thanks in advance, everyone.
