Welcome to the PayPal Community! Sorry to hear of the trouble using a card to send money.
It sounds like our internal security system could be blocking the cards from being used for this transaction. Every transaction attempt is processed through our internal security system. If the system detects any form of risk, it can block the payment from being sent, or block certain payment options from being used. Usually, allowing a few days to pass before trying again, usually resolves any issues.
