I am sorry to hear that someone is continuously sending money request and you want to block the user. I am afraid that the feature to block someone who sends money request is not available. Alternatively, you may cancel the fraudulent invoices by following these steps:
Log into your PayPal account
Navigate to "Activities" tab from the header options
Locate the invoice and hit "Cancel"
