It sounds like you may be having trouble withdrawing your funds. I appreciate this must be concerning.
Have you tried an alternative funding source? For example add an alterative bank account or card to your account? For steps on how to do this, see: https://www.paypal.com/smarthelp/article/faq826.
If the issue is not with your card/bank, you may be experiencing a block from our internal security system. In order to override this block there are a few steps you can take and I will list these below.
1. Wait 72 hours before attempting to withdraw your balance again.
2. Please login using the PayPal Website rather than the PayPal App.
3. Please avoid using any VPN's.
