Generic error when im trying to buy something

Hey, so long story short when i try to buy stuff online with my paypal balance, i cant. It doesnt let me, on every page it says ''We aren't able to process your payment using your PayPal account at this time. Please go back to merchant and try using a different payment method.'' and it pops this error:  genericError?code=UEFZTUVOVF9ERU5JRUQ%3D and when i try to send money to someone it says: ''Sorry, we weren't able to complete your payment at this time. Please try again later. If you continue to encounter problems, please contact customer service'' I seriously dont know what to do i msged paypal support throught online chat and they said that my paypal is not limited and i have full access. I only have my real id on it no bank and no cards. But its not limited If anyone knows how to fix this please  tell me it means alot ... View more
