In case it helps others: It turns out that, if you want to hold a cash balance in PayPal, you need to convert your PayPal account to a PayPal Balance account. It was not at all clear how to do this, however, so I called PayPal. The rep guided me thru some hidden screens to convert the account. If you need / want to do this, the best thing is to call PayPal. FYI that you need to have a linked and confirmed bank account attached to your PayPal account. You do not, however, need to have received a payment into your PayPal account.
