Note, US PayPal accounts have the option to link a bank account also registered to the US. If your bank account is not being successfully added, it could be because you are no longer living in the US. The laws applicable to PayPal accounts differ by country, so you can't really use PayPal services successfully when in a different country. If you've moved abroad, you’ll need to close your existing account and open a new account registered to your new region. If you have balance in the account, you'll need to withdraw funds or send them to an individual before you are permitted to close it. When creating a new account, you may attempt to add your Philippines bank at that time.
