I made a purchase through PayPal this morning, which, either intentionally or due to a glitch, the seller claims they can't see in the system. My transaction history proves that I made a payment and it even lists the name of seller and the product I bought. Since the seller insists that my order does not exist on their end, I opened a dispute, but it can take up to a full month. Obviously the reason I made a purchase is I wanted to buy something and I do not wish to wait a month for it. My question is what if in a week or a month the seller decides 'they can see my order now' and want to send it to me, but I already bought it somewhere else? When I open a dispute to ask for a refund, do I have the right to insist on a refund even if the seller wants to send me the item instead of giving my money back?
