I've noticed an issue recently where my PayPal transactions fail when using my linked AMEX card. I can try repeatedly and it will fail, then I switch to a different type of card/account and the transaction processes with no issue. This has happened on a number of websites and I have noticed that it is only websites that don't take AMEX directly either (I've used PayPal with the linked AMEX card on websites that do take AMEX directly with no issue). The issue seemed to start for me in the last 2-3 months.
Has there been a change in policy regarding where AMEX can be used through PayPal? This used to be a good work around to continue to collect points where AMEX is not accepted.
