In this situation, it might be best to fully refund the customer and ask them to make the payment again adding their delivery address.
If they don't do that, then it will be a clear indication that they are not interested in making a legitimate purchase as a shipping address is needed to ship an item.
To be covered under PayPal's Seller Protection Policy, you must ship the item to the address on the transaction page.
