I purchased an item form an over seas seller. I did receive a Usps tracking number. I never received the item I sent a message to the seller. I contacted PayPal yo open up a case . The seller sent the tracking information to PayPal, and I was told it was delivered to my house. I took the tracking number to my local post office. They gave me proof that the tracking number was not assigned to my package or home address. It was shipped to an P.O. Box. I have tried, but have failed in contacting PayPal to reopen the case.
