It looks like the Seller Tools option has been removed from PayPal at least I can't find it anywhere (business account). I tried the Block Payments section but it doesn't have options to block by buyers' countries nor in the Fraud Protection. Great thanks to anyone who can point out the right direction of how to achieve this.
