PayPal Community

When I've been invited to send a help message to Paypal, I fill out the box for the message & then there appear to be two options. One, click "End Message" which you would think would be the "Send Button" but it comes up with "This will not now go to a Paypal Administrator" or click on the arrow on the right hand side which doesn't send it either.  Any ideas please would be helpful as I'm sure my messages for help are not getting through. ... I am unable to relink Paypal to my website for payments. I go through all the steps then at the very end Paypal comes up with an error message "There is s problem" My web developer can link it to his Paypal account.
