@Jillvelasco You need to contact customer services to resolve any account specific issues. However if your bank transfer fails it should bounce back to your paypal balance, allow 14 business days and if no show contact your bank and paypal .c.s for a trace. Click help / contact bottom left of Paypal pages for options available for your country. Or have you considered contacting Customer Service via Facebook or Twitter?
