I had the same problem. Scammer somehow generated a tracking number that said it was delivered in my mailbox. Which is amazing considering the item was nearly 4 feet tall, 2 feet wide and 2 feet deep. And you get no rebutal to the decision. I pay for informed delivery. The tracking number they provided isn't one of the numbers i've got on my informed delivery list. Paypal won't do anything about and apparrently isn't interested in closing the loop and allowing scammers to win disputes like this. The guy's site has already been shutdown on the website for scamming but Paypal doesn't give you a chance to explain that. They side with the scammer and move on.
