My Account Was Placed On A Permanent Limitation For Months, But Finally After Waiting A Very Long Time, On October 1st 2021 It Was Resolved And Fully Restored To Working Order. I Called PayPal To Verify That My Account Funds Were Eligible For Withdrawal Via Paper Check, And The Representative I Talked To Said That Yes Since My Account Was Restored And That I Received A Email From PayPal Informing Me That I Could Withdraw My Funds, That I Could Withdraw My Funds And The Representative Did Verified That I Would Not Have Any Issues Withdrawing My Money. So I Requested A Paper Check Via Mail For My Funds In My Balance For $3,540.00 . The Transaction Said Pending So I Waited Until Today To Check the Status And To My Surprise My Account Was Again Placed On A Permanent Limitation And PayPal Had Canceled My Withdrawal Via Check. I Then Called PayPal Customer Service And A Representative Then Manually Requested For Me A Paper Check Via Mail, And Guaranteed That Everything Would Be OK That My Check Would Be Sent To Me. So I Called PayPal Customer Service Back A few Hours Later Just To Make Sure That Was The Case. And Now The Representative Tells Me That They have to Escalante The Request To Paypal's Back Office. I Don't Understand What Issues OR Personal Problem PayPal Has With Me Or My Account, My Account Was Resolved And Restored From A Permanent Limitation After Being Reviewed For Months, And PayPal Contacted Me Via Email Telling Me To Withdraw My Funds, and After All That They Then Permanently Limit My Account Again And Cancele My Withdrawal. After PayPal Repeatedly Lied And Multiple Occasions Actually Mixed Up There Explainion and story , and giving unreasonable and unrealistic reasons behind permanently limiting my account, I Called And Reported PayPal For Illegal Activity And For Violation Of Laws Governed By The Federal Government and Also Fraud To The Federal Trade Commission, And To All Of Louisiana State Congressman Also Multiple Different Federal Agencies. I Am So Excited About This Because, Now PayPal Will Have To Answer To The Federal Government. PayPal As A Company Believes That They Can't Be Touched in a legal sense, When PayPal Decides To make a decision legal or illegal they believe that Paypal and only PayPal can Decide what happens. And after documentation of hundreds of messages between me and PayPal and calls I Personally recorded between me and PayPal were PayPal representatives admitted to breaking state and federal laws and illegally forcing holds , I was finally able to obtain enough evidence to prove to multiple government agencies and commissions that's PayPal doesn't operate within legal terms and laws. I was guaranteed that multiple investigations will be starting on PayPal very soon, I'm confident that not only will PayPal lose millions to fines and retribution but since the extent of the evidence and laws they broke , PayPal might actually be shutdown by the federal government. So as of right now I say to PayPal, I'm so very happy for all evidence and verified proof of your illegal operations. I Have The Email From PayPal Informing Me That I Could Withdraw My Balance, Which I Also Have A Screenshot Of, And My Email Address And The Date Is Visible To Verify That I Did Receive This Email. My Account Was Permanently Limited, After Trying Everything, I Wrote A Letter To Paypal's Legal Department And About A Week Later I Was Sent The Email Informing Me That I Was Able To Withdraw My Balance. Either My Letter To The Legal Department Or My Letter To My Local Congressman Changed Paypal's Mind. It Hasn't Been 180days, But Since I Was Emailed By PayPal Telling Me That I Could Withdraw My Funds At This Time, I've Been Trying To Contact PayPal Through the message center To Show the representative and get my funds via paper check, but I keep getting a copy&paste Response. Before I start, I would like to inform The Community and PayPal that My Account Is A Personal account And I Have Never Sold or Accepted A Payment From Anyone On My PayPal. My Brother Sent Me Money Through friends and family So That I could pay a few bills that were past due,After I Received The Money, I Called PayPal And Asked For The Funds To Be Sent to me via paper check, The Representative Told Me That I Would Have To Request A Paper Check. So I waited A few days and then Before I tried to Request a check decided to donate $10 dollars to wounded veterans Through PayPal giving fund. After the donation My account was limited I promptly submitted the documents and waited. After waiting I checked my account to see if paypal fixed the issue and To My surprise my account was permanently limited. In PayPal's Terms And Conditions Any Unrestricted Funds Will Be Made Available For Withdrawal Upon PayPal Limiting Or Suspending their services. Also In PayPal Terms And Conditions PayPal States That A Risk Based Hold May Be Placed On A Payment To Prevent Charge Backs Or Reversals. Since The Funds In My Account Were Not Obtained From A Payment,But Were (Sent) To Me From My Family Makes Any Risk-based Payment Hold Invalid. Also The Funds In My Balance Are Marked Unrestricted. PayPal's Decision To Prevent Me From Withdrawing My Unrestricted Funds Is consumer fraud, breach of contract and violation of the laws governing the electronic transfer of money, Which I Was Made Aware Of By A Attorney I Asked To Look Over My Account To See If PayPal Was Violating My Rights Or Any Laws. Apon Researching I Have Found Out That Currently PayPal Has Multiple Class Action Lawsuits They lost in court over actions PayPal Made.
