Here is how it is being done. Paypal will allow you to dispute a case but the evidence they require from the seller is only a tracking number and the same town name you requested delivery to. The scam is this. You see an ad on line for a high dollar item for a discounted rate. You make the order through the website and use PayPal instead of your credit card because it should be safer. Time passes and you get no response from the seller. You contact PayPal and request to have a refund issued. They contact the seller and attempt to confirm the transaction. Now what the do is ship a package through USPS but it is a 4 ounce object like bubble wrap or paper. It gets sent to the same town as you live in but a made up address. They respond to paypal that the item is delivered and here is the tracking and here it went to the right town. You never get the item and they get your money. PayPal then closes the case and says your done no further discussion. Now the only way to prove that you are a victem in this issue is to go through the postal service and have them do an investigation. They can prove it went to the wrong address or at least not your address. But if PayPal makes there decision before you get the evedance to them they support the fraudulent charge.
