I have resolved the problem with paypal. They told me the problem was that you can't add international cards to the paypal account. So they just lifted the limitation and my son could now use his account. I hope everything works out for you.

Open a claim and just say you want to return the item. Then just send the neckless back to him with a tracking number. But don't forget to give the tracking number to paypal when they request it.

Can your account get limited if a top notch verified account like... Credit Card Number, Bank Account, Debit Card, And SS#? And your account is a business account.
