I made a purchase in early May, where after completing it, the delivery was expected to be 45 to 60 days. This was frustrating but I accepted it after a few weeks I attempted to use the tracking ID I had been provided but it could not be found in the system. I also did not receive any responses to any emails back from the seller and started a case file with PayPal. After another week I was provided a correct tracking number and track the item until it arrived in my city. A few weeks later, I received the notice that it was delivered, but I had not received anything. I checked with the cameras and nothing was delivered to this address. I contacted my local delivery company Canada post who conducted an internal investigation and confirmed with me that the seller had not correctly addressed the package and that had been delivered to it wrong address and was not recoverable. I have attempted to contact the seller but they do not respond, and PayPal is telling me that because I had started a case a few weeks after my purchase about tracking the package, I fall outside the 10-day window of appealing the case. They don't seem to consider these two different issues and have told me to contact my credit card company. My credit card company insists that PayPal is responsible for correct delivery because I was required to pay shipping insurance. I just want my money refunded.
