I paid a supply via PayPal and the supplier says the funds I paid are frozen and he doesn’t know why the funds are frozen and he says he is failing to give me a refund because the funds are frozen and the funds are not reflecting on his end because the PayPal money is frozen . How does he do it to unfreeze so he can refund me . I made the payment on 14 April and it was his first time to receive a PayPal payment method .
