@Ayaya2 No, that shouldn’t happen, at least when I tested my link. It takes me to the login page after clicking the link. Double check if they are being asked to create a PayPal account, and not a PayPal.me link. It’s odd to be asked to create a link when one are trying to send or request money by the link. PayPal did update the link features so perhaps they are invited to create one, too.
