Have you tried chasing this up with customer services at UPS? Even if you don't have the seller's details, the parcel was clearly destined for your address and you should be able to make enquiries about parcels that haven't been received at your address. Take a screenshot of the transaction in your paypal account (or use the paypal receipt in your email) if you don't have a receipt directly from the seller, along with Paypal's response about the evidence of delivery from UPS. Alternatively, try contacting the seller through the website that you ordered from (if they have a contact link).
