I have what seems like a pretty straight-forward dispute going on with PayPal - I ordered rims for my car through FB Marketplace, one showed up cracked, the other was lost in the mail for 3 weeks. I have evidence of both and I filed the claim and escalated it because the seller said the funds were still on hold and he wasn't able to reimburse me. PayPal is now telling me I need a report filed through law enforcement or a government agency to proceed. Is this something that anyone else has dealt with before? Would you recommend going through your local police department or the FBI Internet Crime Complaint Center?
