I didn’t receive a kitchen cart I ordered from a company that sent a watch instead. PayPal closed the dispute because I failed to respond to a partial refund, but I overlooked the emails because they looked like regular send/receive money emails when I scanned through. The only reason I use PayPal is because I thought my purchases/spending would be protected. PayPal clearly isn’t in the business of fighting scams if they refuse to reopen cases. Does anyone know if PayPal actually does reopen cases?
