I bought a 20 meter programmable LED from a merchant named Shixi for USD$46.89. The item received was totally incorrect (less than 2 meter, can’t program, no power cable). I contacted the merchant, merchant admitted being cheated by their supplier and they proposed a 10% refund which I disagreed. I initiated a full refund and merchant agreed on the account that I sent the item back. I did so on 24 Nov with Singpost and tracking number (currently held at China custom on 1 Dec). And PayPal actually closed my case due to item not received. Thereafter, the money is unable to take back and PayPal just facilitated a potential scammer by breaching Buyer’s Protection. How to escalate this dispute to higher authority?
