Long story short I purchased some digital media from an individual, and the invoice was higher than the price we agreed upon. When I inquired about it, they said the extra fee was to cover PayPal's fees on them, and it was their right to pass it on to me. I disagreed and refused to pay, and they started drama over it (which is neither here nor there). Multiple people have told me they violated the ToS of PayPal and I should report them, but I am having trouble locating an appropriate topic in customer support for it.
