I have a customer who paid $3,000 for their service, but is due a refund against that amount for $900. The customer made a claim on the $3,000 which made my Paypal balance NEGATIVE. Now that it is negative I cannot issue the partial reund and the customer is getting anxious over a transaction that should have been completed days ago. Paypal says I have to first deposit more money to cover the negative balance, but the account is in negative because they are holding claim against my account. This can not be how this is has to be handled. Please HELP!
