So after 2 months I got fed up and decided to message PayPal and asked to submit more evidence. The evidence I submitted was a link to this thread and the person who reviewed it decided to close the case there and then in my favour. This is the reply I had - Hello (name) . My name is Yan and I'll be happy to assist you today. I understand that you'd like to submit an evidence to the case. Thank you for letting us know about this. I am happy to let you know that I have closed the case in your favour now. The payment of $30.01 (or £24.91) will be credited to your card ending with XXXX in 5-7 business days or up to 30 days depending on your card issuer. In case you do not receive the funds by 27th of Oct, you may also reach out your card issuer, so that they can help you locate this. If your card is no longer active, it will go directly to your bank account linked with the card within the given timeframe. Also, be assured that as you'd reported the seller to us, we are already investigating their account and we may even decide to limit or lock their account permanently. I appreciate that your brought this to our notice again. If there's anything else you'd like me to check, do feel free to let me know. Feel free to reply whenever you're ready and we'll reply as soon as we can. So.... in conclusion all you need to do is send a link to this thread and they will close the case in your favour.
