I used a US dollar visa card to make a US payment, but paypal still charged me the currency exchange fee twice (once for the purchase and once for the refund.) I asked the Paypal help center, and they said that my paypal account is a Canadian account. Does anyone have any experience with something similar like this? I feel like it doesn't make sense since I used a USD card to make the payment, so it shouldn't matter what the location of my account is.
