Ebay/Paypal tracking not updating on my Paypal acc...

I have shipped several items recently on Ebay in which my Paypal has always been linked and usually the shipping information is automatically transfered to my Paypal account. Well my Paypal transactions are not only showing as NOT being shipped but when I go in manually and click on *mark as shipped*, it isn't accepting it. I have done this several times with several different shipments in which the customer continues to get an email each time saying it was shipped but my Paypal records are not reflecting that.  Yesterday I went in and marked several as shipped again and when I went back in today, they again are showing still pending shipment.  Please note, when you go into the Paypal transaction itself, it shows the tracking number and all......but still showing NOT shipped. I actually have contacted Paypal and Ebay and neither has yet to give an explanation. I continue to get suggestions from both but none of the suggestions are working.  I get a different answer each time from the employees of Paypal so that's why I am now addressing the customers to see if maybe someone has an answer for me. ... For over a month now I have been manually putting in my shipping and tracking information on Paypal because it is not linking to my Ebay account anymore. What happened?  and why is it taking so long to fix? I have contacted both Ebay and Paypal a few times and unfortunately not getting any information from either.  Customer service is so automated. ... View more

Why can't I send a partial payment?

I am trying to send a customer a PARTIAL refund who has made an overpayment.  The system keeps telling me that I can only issue a FULL refund for this particular transaction.  I have never seen this before and never experienced this response before.
